Author: H. Giovanni Carnaroli

H. Giovanni Carnaroli is a seasoned leader with 30 years of experience in transportation technology and federal program management. His career spans impactful roles with the U.S. Department of Transportation, Federal Aviation Administration (FAA), and private sector firms like Deloitte and GDIT. Recognized for driving transformative technology initiatives, Giovanni has successfully led multimillion-dollar contracts, cybersecurity programs, and strategic IT investments across government agencies.

Giovanni is currently back at the FAA as an Aviation Safety Technical Advisor after running his IT consulting firm for several years. Previously, he was a senior executive with Deloitte and GDIT (via the CSRA acquisition), overseeing the DOT and FAA Accounts, which included projects such as the FAA Security Operations Center. Culminating his Federal Government career, he was the CISSP-certified Deputy Chief Information Officer (CIO) at the U.S. Department of Transportation. In this position, he was responsible for the strategy, policy, implementation, and oversight of the following IT areas: business planning and governance (which included investment management, Enterprise Architecture, governance, and policy), project management and performance (which included portfolio management, information/knowledge management, continuous service improvement), as well as cybersecurity and privacy. He was credited with overseeing the drafting of a cybersecurity policy for the Department, and building a compendium of cybersecurity procedures to supplement the policy.

Even before that, Giovanni was the Director of the PMO in the Office of the CIO at the FAA. In this position, he was responsible for all aspects of IT capital planning and investment management; overseeing the development of the agency’s IT business cases and IT portfolio; and implementing Earned Value Management and other program management best practices and processes. He was credited for ensuring that security would be included during the software development of major systems rather than after the system is developed and tested. This accomplishment contributed to the Government Accountability Office removing the Air Traffic Modernization Program off the High-Risk List.

In his “spare” time, Giovanni is a volunteer Fire Chief in Montgomery County, MD where his accomplishments include co-leading the Montgomery County, MD Firefighting Task Force deployed to New Orleans following Hurricane Katrina. He was the recipient of the 2018 Fire Chief of the Year from the International Association of Fire Chiefs. He is also a licensed commercial airplane (single-engine and multi-engine land and sea, instrument) and helicopter pilot.

Giovanni graduated summa cum laude in agricultural economics from North Carolina State University, obtained a Master of Business Administration and a Master of Science in IT Project Management from the University of Maryland, and a Master of Arts in Security Management from The George Washington University. He has taught information security for Georgetown University since 2013, and he is currently enrolled in a Juris Doctor program with concentration in Cyber Law at the Purdue University Global Concord School of Law.FreeHerbie
